Shiro Ishii goes to kyoto to resume his education at Kyoto Imperial University. He studies pathology, bacteriology, and other health and biological aspects he can look into.

After gaining his immunity from accusations of war crimes, and getting funds from the imperial Japanese army, Unit 731 was officially opened. Shiro was funded by his friends in the army and close government ties.
