In Scotland, non-payment was nearly 35%.
Over 18 million people were refusing to pay the poll tax.
New Prime Minister ,John Major, announced in April that it would be replaced by a new council tax, however this would not start until Aoril 1993, and The Poll tax would carry on til then.
Poll tax ended. it was estimated £2.5 billion of the tax was still unpaid.
