    No onther presidendial canidate had ever been in office for more than two terms. In this election FDR was elected for his third term. The first president to ever do this.

    On september 27, 1940 Germany, Italy, and Japan signed a mutual defense treaty called the Tripartite pact. These three nations together became known as the Axis Powers. Each Axis nation agreed to come to the defense of the others inc ase of an attack.

    Congress passes the Lend-Lease act. Under this act, the president would lend or lease arms and other supplies to "any country whose defense was vital to the United States."

    Hitler broke the agreement that he made in 1939 with Stalin. The agreement was that he would not go to war witht he Soviet Union. Roosevelt began sending supplies to the Soviet Union, acting on the principle that "the enemy of my enemy if my friend."

    Roosevelt and Churchill draw up the Atlantic charter. Making the United States neutral no longer. The charter was a joint decleration of war goals. They pleged collective secrety, self determintation, ecnomin cooperation, freedom of the seas.

    In September 1941 president Roosevelt granted the navy permission for the U.S. warships to attack German U-boats in self defense. "Shoot on Sight Policy."

    "A date which will live in infamy." The boming on Pearl Harbor was followed by more thn 180 Japanese war planes launched from six aircraft carriers.
