    Needing a Leader
    Citizens of Rosenshire desperately needed a leader. What was left of the tyrannical economy was leaving many citizens in poverty. Protests erupted outside of the capital in the Azalea colony while a government was being debated. They demanded a decision be made quickly. With no military or police established, these protests lasted for months with little outside intervention.

    Debates about a New Government
    The citizens of Rosenshire were unsure how to go about creating a new government. Ideas were passed around a council of 350 people for close to a year until the Twelve Laws of Rosenshire were created. The Twelve Laws guaranteed the citizens' rights as people, such as their right to privacy, freedom of speech, and equality.

    Choosing a Leader and Uniting Rosenshire
    The public began worrying about the future of Rosenshire. A leader had not yet been chosen due to arguments over power. Several elections are held that narrow down to one candidate: Daisy Woods. She begins her term by establishing a representative government and holding elections the following winter.

    First Elections
    The government is split into two branches: the executive branch and the legislative branch. The executive branch is responsible for leadership and foreign affairs, while the legislative branch is responsible for making laws and judicial decisions. The legislative branch is divided into three more branches: House of Dahlia, House of Iris, and the Judicial Commons. The Dahlia consists of 120 elected officials (4 from each colony) and the Iris consists of 60 elected officials (2 from each colony).

    Making Amends
    Decades after the government was established, citizens realized that the Twelve Laws of Rosenshire weren't always going to be enough. A law was passed that called for the review of the Twelve Laws every 25 years. This ensured that the Twelve Laws could be amended or reviewed to suit a growing and modern society.
