The Beginning
People at this time have no organization there is no rules just chaos. -

People begin to get together and form different groups and try to put together rules. -
*
A man with ideas similar to each one of the groups put himself in charge. -
*
For a while people agreed to the rules he set then things soon became unfair the ruler did not care to help the people he only wanted to take there money. -
*
People began to revolt against the ruler an as a group they picked a president to be in charge of certain things. -
*
This worked well but the president just was not able to meet the needs of every person.This then led them to develop local governments which gave the president less to worry about and more for the people.
