The Permanent Court of International Justice(PCIJ) was established in 1921 under Article XIV of the Covenant of the League of Nations. The article said that the PCIJ might offer an advisory opinion on any dispute or question referred to the Court by the League of Nations Council. -
The Covenant created the formation of the League of Nations was included in the Treaty of Versaille and came into force on January 18, 1927.
