    The direct vote is created for all elections as a consequence of the Constitution of 1853 when General Obando sanctioned the Law of June 16, 1853. The winner is defined by majority. There are 71 House Representatives and 24 Senators. A rudimentary identity card model was adopted in order to guarantee the non-impersonation of citizens' personalities in elections. The card was only valid for voting. It was called the voter's title.

    There are 65 House Representatives and 27 Senators. It passes from Provinces to States. General Mosquera, for the vote in the Ibagué Convention of that year, ordered that each citizen registered in the voters list be given “... a printed qualification document stating that they can read and write, the name , age, state and residence of the voter for at least 10 days in the Federal District ... ”. Without this document you could not vote.
