    First Special Education School
    Thomas Gallaudet created one of the first special education school along with many other schools followed.
  • First Deaf School

    First Deaf School
    American School for the Deaf was established in Hartford, Connecticut as the first Deaf school in America.
  • Brown v. Board of Education

    Brown v. Board of Education
    School children from four states who were in segregated public schools and were unequal and deprived them of the law. The Supreme Court issued civil rights and decided that the children had the right to equal educational opportunities.
  • Civil Rights Movement/Disability Rights Movement

    Civil Rights Movement/Disability Rights Movement
    Civil Rights Movement has helped to prompt the Disability Rights Movement for people with disabilities to fight for equal access to receive resources in their communities.
  • Elementary and Secondary Education Act (ESEA)

    Elementary and Secondary Education Act (ESEA)
    The Act addressed the inequality of educational opportunity for underprivileged children and to help ensure that the children had access to quality education.
  • PARC and Mills

    PARC and Mills
    PARC- The children with mental retardation weren't being included in public schools. The placement decisions for educational were agreed that parental participation must be included in the process of decisions to resolve disputes. Mills- The children with disabilities who attended at District of Columbia public schools were involved in the practice of suspending, expelling, and excluding due to the high cost of educating children with disabilities.
  • Congressional Investigation

    Congressional Investigation
    Congress launched an investigation to found that millions of children with disabilities were not receiving an appropriate education after PARC and Mills.
  • The Rehabilitation Act

    The Rehabilitation Act
    The Act stated that a person with a disability cannot be excluded or denied the benefit from any of programs or activities that the people with disabilities receive federal financial assistance, either public or private.

    The Act requires states to establish goals for the performance of children with disabilities who are consistent with goals and stands for nondisabled children. Also, the rate of graduation rates and dropout rates for states are required to improve and to report the progress of children with disabilities on state and district assessments.
