In 1893, the Massachusetts Supreme Court made a ruling that if a child had a weak mind, may not benefit from education, made inappropriate noises, did not possess the ability to take care of themselves, or was a difficult child, the student could be expelled from any public school in the state (Yell, 2016).This case was selected to show the lack of concern for students.

This was the first conference the White House had about children and focused on students and youth who had disabilities. The conference was to define and develop remedial programs for those youth who had disabilities. Because of the conference, the was an increase interest in educating students with disabilities in public schools instead of placing those students in an institutional setting (Yell, 2016). This even was the first conference about students and youth with disabilites.

Beattie v. Board of Education (1919) is similar to Watson v. City of Cambridge (1893) in that school officials could ban students with disabilities from continuing public schools even if they had attended school through the fifth grade. The behaviors that excluded students from school were drooling, facial contortions, and speech difficulties. According to school officials in Wisconsin, these behaviors made students and teachers nauseous so they were denied access (Yell, 2016). See Watson

This group is a professional organization that is an advocate for educational rights for students with disabilities. This organization was formed by faculty and students from the teachers college at Columbia University (Yell, 2020). This was selected as it was not a parent group promoting advocacy.

This council was an advocacy group formed by mothers of mentally retarded children and aimed to protest their child's exclusion from education at a public school (History of Special Education, n.d.). Advocacy groups began to form because of the poor education children with disabilities received (Yell, 2016). This was selected because it is an early advocacy group and I grew up in this area.

Like the Cuyahoga Council, the National Association for Retarded Citizens was developed by concerned parents to help improve services for those with mental retardation (Yell, 2016). I selected this council as it is a national advocacy group.

This section is a small part of the Rehabilitation Act of 1973. This section of the act is the first federal civil rights law that works to protect the rights of those whom have a disability. Like other federal civil rights laws, this act prohibits the discrimination of anyone who has a handicap (Yell, 2016). This was selected as the act is an important part of federal civil rights.

Prior to this act, there were limited educational opportunities for children. More than 1.75 million students whom had disabilities were denied educational services. Additionally, more than 3 million students whom had disabilities that were placed in school did not receive an appropriate education (Yell, 2016). This act was selected as I was amazed at the number of students who still were not receiving appropriate services.

President George W. Bush signed this act into law on July 26, 1990, nearly 31 years ago. This act benefits anyone with special needs, regardless of age. From this act, all people have the same rights as everyone else in school and work (History of Special Education, n.d.). This act was selected as it allowed the same rights for each person regardless of age.

Like the ADA, IDEA was signed into law by President George W. Bush. there are six key parts of IDEA chick include FAPE, LRE, IEP, evaluations, parent and student participation, and procedural safeguards for all participants (History of Special Education, n.d.). This act was selected as it is a primary guiding force even today.

This commission was created in 2002 by President George W, Bush to make recommendations for reform and improvement for special education. Parents, teachers, school administrators, educational researchers, and various representatives attended public hearings to develop protections for students with disabilities (Yell, 2016). This was selected because it was a vast variety of participants to look at reform of special education.
