Brown v. Department of Education
The case that was created in 1896 firmly known as, "Separate but Equal" had violated the 14th Amendment created in 1968, defining national citizenship and forbidding the states to restrict the basic rights of citizens or other persons. The goal to Separate but Equal was to separate those who learn differently to give them the proper education they needed.

Rachel Holland is now 11 years old and is mentally retarded. She was tested with an I.Q. of 44. She attended a variety of special education programs in the District from 1985-89.
