The Connecticut Asylum for the Education and Instruction of Deaf and Dumb Persons was the first permanent school for deaf children in the United States.The interest for the school was initiated by Mason Fitch Cogswell, whose daughter became deaf after contracted a virus. He rallied with other parents to become advocates for their children. Eventually his efforts paid off with the school opening its doors on 4-15-1817 in Connecticut. -
Dr. John Fisher charters the first school for the blind in the United States. Samuel G. Howe was the first director of the school and began teaching in 1932. He paved for the way for individuals who were blind, and deafblind to learn. He taught Laura Bridgman, who was known as the first deafblind individual to be taught, 50 years prior to the more known Hellen Keller. In 1852, Massachusetts was the first U.S. state to pass a compulsory universal public education law. This required every town to create and operate a school that would teach grammar and basic arithmetic’s. Parents were imposed a fine they neglected to send their child to school. The government also had the right to take the child from the home to provide them the education they needed. -
The outcome of Brown vs. the Board of education paved the way to allow all students regardless of gender, race, religion, sex or disability to have the same opportunities of being educated. It established racial segregation in public schools as unconstitutional. During the time of segregation, it was normal for black schools to have fewer resources and poorer facilities than white schools despite the equality required by the "separate but equal" practice. -
Prior to 1975, students with a disability were not allowed to attend school at all and were kept at home. The act provided the opportunity for children to be placed in a least restrictive environment to allow them to learn with children who did not have a disability. If the child had severe disabilities that would prohibit optimal learning in a traditional classroom, then separate schooling would be considered. -
The act provided funds to assist states and local agencies in educating children with disabilities. It also provided parents with the opportunity to assist in the development of an IEP for their child. If the parent did not find the IEP appropriate, they were granted a hearing by the state education agency to voice their concerns and even had the option of going through the federal district dependent upon the state outcome -
This was an ambitious program that provided support of a variety of activities intended to enhance the ability of individuals of all ages with disabilities to obtain assistive devices and services. This increased ta child’s overall capacity to work, accomplish specific tasks, or participate in activities that otherwise might have been difficult or impossible without the device. Some examples include speech output software, artificial larynx, symbol making software and stuttering aids. -
IDEA expounded on the inclusion of children with disabilities into regular classes. It also focused on the involvement of parents in the education decisions affecting their children.
