    During the fascist congress in Naples, Mussolini openly declared that fascism would either be appointed or seize power, while the authorities took no notice.

    Mussolini almost accept a ministerial post in the government. He was persuaded to hold out for a few days by other fascists and the lack of action from the government.
    Meanwhile, fascists gathered in 3 main areas around Rome. The Blackshirts were under strict orders not to clash with the army. Quadrumvirs at Perugia all but declared war on the current government.

    Overnight, the fascists tried to seize control of key buildings around Italy, e.g. telephone exchanges, police stations, government offices, etc. In some places they were unsuccessful, in others they gained control, then lost it, but for the most part they succeeded.

    ... Then changes his mind. Facta resigns, and Salandra tries to form another government, but Mussolini refuses to join.
