    Rehabilitation Act of 1973
    states that no otherwise qualified individual with a disability in the United States, as defined in section 705(20) of this title, shall, solely by reason of her or his disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance or under any program or activity conducted by any Executive agency or by the United States Postal Service."

    The Education for All Handicapped Children Act (EAHCA) became law. It was renamed the Individuals with Disabilities Education Act (IDEA) in 1990.
  • National Joint Committee on Learning Disabilities (NJCLD)

    National Joint Committee on Learning Disabilities (NJCLD)
    Defines the term Learning Disability and the NJCLD used the term to indicate a discrepancy between a child’s apparent capacity to learn and his or her level of achievement. Eventually, accomodations in curriculum where made based upon the type of specified learning disability a student had.

    FAPE stands for "Free Appropriate Public Education".
    Under the IDEA, FAPE is defined as an educational program that is individualized to a specific child, designed to meet that child's unique needs, provides access to the general curriculum, meets the grade-level standards established by the state, and from which the child receives educational benefit.

According to the National Center for Learning Disabilities, "For the nation's 2.9 million students with identified specific learning disabilities currently receiving special education services under IDEA, the challenging new provisions of NCLB create expanded opportunities for improved academic achievement and documentation of that improved performance."

    This law revised the requirements for evaluating children with learning disabilities. More concrete provisions relating to discipline of special education students was also added. Also, authorized fifteen states to implement 3-year IEPs on a trial basis when parents continually agree.
