Italy attacked Ethiopia without a declaration of war. Later, the League of Nations declared Italy an aggressor, but, took no action against the country. Italian troops then stopped until December of that year, when a border incident between Ethiopia and Italian Somaliland caused an excuse for Italy to intervene again.
