Germany had always been a loose affiliation of states but in 1871 it unified under Prussian leadership which included all states except Austria. They consolidated under a single centralized ruler. This caused them to become more powerful and lead to more unease within world peace.

Serbia, Greece, Montenegro and Bulgaria formed the Balkan League, a molitary alliance against the Ottoman Emipre. Within months the Balkan allies completely removed the Ottoman Empire of all its possessions and divided the conquered territory between them. In june of the next year Bulgaria started bickering with Serbia and Greece and lost a short war against them. They removed Bulgaria's claims in Macedonia.
