Vine was originally created by Rus Yusopov and Dom Hofman, two American entrepreneurs and inventors, and the Vine company was founded in June 2012. It was soon joined by engineer Colin Kroll as CTO.

Vine was supposed to launch last fall. SV Angel’s David Lee, who had backed Vine, showed Twitter's cofounder Dorsey the app in the hope that the design guru would give it his seal of approval.
Instead, Dorsey ended up pushing to buy the company — not as a standard “acqhire,” but with the notion that the Vine guys would keep working on the app and release it on their own. -
Twitter launched Vine on iOS for iPhone and iPod. The app could be downloaded for free from the App Store.

Vine is launched for Android after already acquiring a 13 M user base for iOS version launched in Jan.

In a Tweet, Twitter revealed that the vine user base has topped 40 million registered users.
