Ngo Dinh Diem made Diem regime, it limited religious freedoms for Buddhists since Ngo was Cathloic and had prejudice against Buddhists. As a form of protest, Buddhist monks would publicially burn themselves to show the corruption and brutality.

On August 2, 1964, North Vietnamese boats attacked a American ship. However, the attack caused little damage. On August 5, 1964, false reports of more attacks caused the U.S to launch air strikes on North Vietnam.

The Hawks wanted a policy of appeasement, so they recalled the Munich Pact of 1938. The Hawks also argued that the U.S had to be strong so the Allies couyld rely on them in times of crisis and that the U.S had to make clear to the communists that they would go to any lengths to defeat or stop the spread of communism.

Doves were advocates of a peaceful solution in Vietnam, they created a great case against sending more troops ino Vietnam and against escalading the conflict even further through combat. They thought that the war in Vietnam should be nothing of the countries intrest and that the U.S was making an unecessary investment.
