The German declaration is basically stating that any ships from in all the waters surrounding Great Britain and Ireland, will be attacked and destroyed. That in those waters is to be a sense of " war zone " -

President Wilson is talking towards the American public on why they changed their mindset of being a neutral country towards the war.
