    This Act basically forgave the south for their attempted secession and gave the south their governments back with the exception of reinstating confederate officers and politicians to their former ranks and offices. But with the broad amendments the south was able to create black codes,voter tests, and maintain the de facto way of life of having African Americans treated as inferior.
