The Vermont legislature creates and legalizes civil unions for gay and lesbian couples. This is in the response to a Vermont Supreme Court ruling that such couples were being unconstitutionally denied the rights and benefits of marriage. The law is the only such statute in the country at the time. It is important because it started down the path for other states to legalize gay and lesbian marriage. -
