The incoming secratary of state, James Madison, refused to deliver the office papers of appointment.When maarbury complained to the supremem court, marshal ruled in favor of Madison by declaring unconstitutional part of the judiciary act of 1789. Because of Marshal, today we accrept that the supreme court will review the constitutionality of federal laws.

At about 828,000 square miles, the louisiana territory nearly doubled the size of the united states. For all of this, the united states paid only 15 million. Although a great bargain, the louisiana purchase was also something of an embarassment, as it contradicted jeffersons constitutional pricipals. Jefferson confessed he had " done the act beyond the constitution.

    As an alternative to war, in 1807 jefferson persuaded congress to declare an embargo, suspending trade ith the british by ordering american ships to stay in port. He expected the embargo to starve the british and close their factories, creating riota in the streets. Instead british found other markets in south america. American sailers out of work and hurt farmers, who could no longer export gained support in the northern states, especially in new england.

    Unlike Hamilton, Jefferson wanted to retire the national debt by paying it down. Despite reducing taxes he cut the nation dept from $80 million when he took office to $57 million in 1809.
