When you google the act it sais that any WHITE MALE to become elgible to be a citizen has to have lived in the U.S atleast 2 years. However, since this act changed a few time, they finally settled down for 5 years; still leaving out anyone of color, race, and Females out.
Until African nativity and persons of African descen were also allowed to be part of this act

The Steerage Act requires that ship captains must submit manifests with information about immigrants onboard to the Collector of Customs, the secretary of state, and Congress.
