Investigations made by northeastern sources are given to Jefferson to reveal that Aaron Burr has been rallying men to join a military expedition against Spain. They had the desire to separate from western land and to boycott Spanish roots and possessions.

Since Jefferson had found out about Burr's plan to rebel aganist the Spanish, he made a statement saying, "sundry persons, citizens of the U.S. or resident within the same, are conspiring & confederating...against the dominions of Spain." He wantd to put his foot down and let military officers know not to ler anything of the sort happen.

The British continue to attack and seize American ships, this time the Chesapeake. When a handful of American seamen are killed in this attack, Jefferson realizes that his move to prevent attacks isn't effective and scedules a meeting among cabinet members.

Jefferson and his cabinet came together and decided that the eaports needed to be closed off in order to gain protection from British attacks. They kept the ports used for emergencies open, hoping that the British wouldn't attack through them.

Jefferson finished his two terms of power in America, and Madison took the seat of presidency. Madison was held up with dealing with the problems amongst Britain and France in the start of his term.
