    During a peaceful rally opposing the Vietnam War and Ohio National Guard presence on Kent State University's campus, the OH National Guard opened fire for thirteen seconds on protesters killing four and wounding nine more.

    PARC v Commonwealth of Pennsylvania
    Parents of children with disabilities filed a class-action lawsuit against the Commonwealth of Pennsylvania for unconstitutional practices. They claimed that the districts classified students as "uneducable and untrainable" and denied free public education for students with mental disabilities. The court declared some state laws unconstitutional and required the state to allow all students with mental disabilities to attend public school as well as appointed a monitor to enforce the decision.

    Mills v. Board of Education of DC
    A lawsuit on behalf of children in DC for , "the excluding, suspending, expelling, reassigning and transferring of "exceptional" children from regular public school classes without affording them due process of law." The court set out a list of procedures for suspending students that should make sure no students are wrongfully excluded from school for having a disability.

    Public Law 94-142: The Education for All Handicapped Children Act of 1975
    After an investigation by Congress into the status of children with disabilities found that they are not receiving appropriate education, Congress enacted this public law to make sure that all children with disabilities will have access to education and to hold State and local school agencies for providing it. Reauthorized multiple times since.

    Handicapped Children's Protection Act
    An act that amended the Education of the Handicapped Act. This gave parents of children with disabilities more control of the creation of their children's IEP plans.

    Made changes to Public Law 994-142. These changes included adding TBAs and autism to the categories of disabilities as well as required students' IEPs to include supports to help students transition to life after high school.     The Act became the Individuals with Disabilities Education Act (IDEA). Some of the amendments included emphasis on requiring students with equal access to the same curriculum and expanding the age groups for "developmental delay".
