    President George Washington issued a tax on all the whiskey sold, the people rebelled and so George enforced it by bringing the U.S. military into action.

    The United States were upset with France because they were seizing our merchant ships. The 3 french(X,Y, and Z) wanted a lot of money from American Ambassadors, but Adams refused to pay and built up the U.S. navy.
