In 1763 when the French and indian war was over the "Big Three" made a treaty. The treaty of Paris required France and Spain to give land to Britain. France basically gave up Canada and all Mississippi claims, and Spain gave up Florida. France had no more land in North America and wasn't a threat to Spain.

With the changes to its empire, spain decided to send a reporter to check on the state of their settlements and misssions. So Marques de Rubi began an inspection tour of all the presidios. Traveling throught Texas year though, his concerns were increasing over the conditions there.The presidios needed repair and the soldiers lived in poverty. It's army lacked sufficient supplies. Rubi found better at La bahia and San Antonio de Bexar. After two years he returned and told the king four things:

1.Spain should abandon all missions and presidios except san Antonio and La Bahia. 2.san Antonio should become the capital of Texas. 3.The Spanish population in east Texas should be moved to San Antonio to strengthen the defenses of the Settlements and missions there. 4.The Spanish should befriend the Comanche and use their help in fighting the Apache.
