Was the first time that public education made an effort to educate gifted students. This was started by William Torrey Harris who served as superintendentfor in St. Louis. In 1889, President Benjamin Harrison appointed Harris Commissioner of Education.

This was developed by French researchers Alfred Binet and Theodore Simon. The Binet-Simon Test was created to identify children who were intelectualy ahead of their peers and was the first IQ test.

Leta Hollingworth published "Gifted Chid: Their Nature and Nuture" . She was one of the first to research gifted children and publish her findings. Hollingworth believed that educational and environmental factors played key roles in the development of a childs potential.

This was the start of avacoacy for gifted students and also brought professionals together to share ideas and information. Ann Isaacs was the first person to lead this association.

The U.S. Ofice of Education gave talented and gifted students oficial status. During this time talented was added to the lable. Educators began to look at not just IQ scores, but creativity, academic aptitude, leadership ability, and potential in the arts.
