History of Special Education By AbrilR24 1823 First state school for deaf and blind was built, but no children were present. 1852 State of Pennsylvania funded a private school for children who had a mental disorders. 1864 President Abraham Lincon signed a bill for deaf instructional where they could receive federal funds. 1869 Boston built the first public school for deaf children. 1973 Section 504 was a designed law to protect the rights of individuals with disabilities in programs. 1975 President Ford signed into law of Education for all handicapped children Act. 1990 Title II Americans with Disabilities was extended to protect against discrimination to receive any Federal financial assistance. 2006 IDEA required schools to use interventions in the process of assisting students with learning difficulties. 2013 Regulations were revised to the IDEA for infants and toddlers to ensure parents for legal protections to receive public benefits and programs. 2017 Supreme Court obligate under the IDEA, for schools to offer an IEP for every child to make a progress.
