    In 1819 Missouri asked to become a new state.If the U.S accepted, Missouri would become a slave state.There were many debates in Congress about Missouri because of the unequal balance of slave and free states.Then senator Henry Clay suggested a plan.His plan included a imaginary borderline across the western"36" "30" north latitude. Missouri would become a slavestate.Then Maine wold become a free state. This plan worked for 30 years.

    In 1849 California asked to become a free state. By that time period there was 15 free states and free states and the sotherner's did want the number of the states free and slave to be un evened.So Southener;s begane to think about withdrawing their states with calafornia.Senator clay came up with a plan to settle the diffrence's.Clay offered a couple of new laws.1st.california would be admittid as a free state,2nd people wouldnt be allowed to sell slaves in washinton D.C.

He belived the people in Kansas and Nebraska have the right to deside for themselves if they wanted to be a free state. after an another election kanasa was a free state ,but nowone was happy
