    There were 11 free states and 11 slave states when Missouri wanted to become a (slave) state. This would upset the balance of power in Congress between free & slave states, so this compromise was reached. Missouri was admitted as a slave state, and Maine as a free state. A line was drawn through the Louisiana territory- below it would be slave, and above it would be free.
