    The 3/5 compromise added to the Constitution to determine representation in the House of Representatives, each slave only counted as 3/5 of a person. This shows sectionalism over slavery and the concern of which side had power in the government.

    The compromise was made to preserve the balance of power in congress between slave and free states. Also it made Missouri a slave state and Main a free state.

    The act was served to repeal the missouri compromise.

    Douglass thinks it can effectively limit slavery because of the local legislature. Abraham thinks They could not ban slavery through popular sovereignty because of the Dred Scott decision.

    This was an election which made Abraham lincoln the president and caused confederate states to secede from the union.This was also a main cause of the civil war.

    He gives this speech to let the slave states know that he is not gonna interfere with the institution of slavery in states which it exists. He did this so that more states wouldn't secede from the union but he freed the slaves in the states that did secede.
