    Made by David Wilmot the Wilmot Proviso was a document stating that neither slavery nor involentary servitude shall ever exist in any part of the territory which was the mexican cession. The reason the Wilmot Proviso was made was because people wanted to outlaw slavery in all parts of the mexican cession.
