In 1847 Earl Grey the Colonial Secretary of Britain proclaimed a collaborative federal system for Australia with a general assembly for the responsibility for tariffs and trade of goods. But deserted his recommendations when they established opposition in the colonies. (There was no specific date.)

A Constitutional Committee of NSW recommended beginning a general assembly for the colonies. William Charles Wentworth controlled the Committee which recommended setting up a general assembly for the colonies to accord the problem of tariffs, railways, gold licenses and lighthouses.

Whilst Sir Henry Parkes was NSW Premier he made a speech in Tenterfield in which he urged all governments of the colonies to come together and create a National Government for Australia. This speech convinced the Governments of each colony to come together and discuss about this proposal.
