  • Brown vs Board of Education

  • Community Mental Health Act (PL 88-164)

    This law authorized funds for training professionals to work with children with special needs. It authorized funds for the construction of research facilities, university-affiliated training facilities, and community service facilities for children and adults with special needs. This act was passed as part of John F. Kennedy's "New Frontier." Link text
  • Section 504 of the Rehabiliation Act of 1973 (PL 93-112)

    This law states that is illegal to deny participation in activities or programs solely because of a disability. Individuals with disabilities must have equal access to programs and a services. Some students, not eligible for help under other special education laws, can receive help under Section 504. Section 504 deems a student in need of aid if there is a factor that negatively affects his or her learning or ability to function in the school setting.
