The clause directs the slave to return of runaway slaves to the state from where they came . So if the slave ecsapes to a free state then if he get caught then they have to go right back to the owner. -

The 3/5 compromise was a compromise between South and Northern states. This is where 3/5 of the population of slaves would be counted for purposes that regarded both the distribution of taxes and the number of voting . It was proposed by delegates James Wilson. -

The Kansas Nebraska of 1854 created the territory of Kansas and Nebraska, It opened new lands,and allowed settlers in those territories to determine if they would allow slavery within their boundaries. It made a line where u can or cannot have slavery. -
