One of the rival European Nation pairs was Russia and Austria-Hungary who were disagreeing over the Balkans. Austria-Hungary wanted expansion and Russia wanted protection of Slavic nationalists due to a nationalist connection to the Slavs.

The Balkan League was created (Greece, Serbia, Bulgaria, Montenegro) when seeing that Turkey was showing weakness so they go to war and Turkey loses and has to give up a large amount of land. Now the nations don't really know how to function on their own completely.
