    Widespread racial integration of the South was achieved by the late 1960s and 1970s. In the meantime, the equal protection ruling in Brown spilled over into other areas of the law and into the political arena as well. No matter what color you are present today there is no color coordinate in school. Every child is entitled to be taught no matter what.

    Michael Panico, the son of respondent Robert Panico, was a first-grader in the public school system of petitioner Town of Burlington, Massachusetts, when he began experiencing serious difficulties in school. It later became evident that he had "specific learning disabilities".     Rachel Holland is now 11 years old and is mentally retarded. She was tested with an I.Q. of 44. Her parents sought to increase the time Rachel spent in a regular classroom, and in the fall of 1989 and then in 1990 she went to regular school. So they tried to denied a child to be in a regular classroom instead they wanted to put Rachel into a special ed class but the parent's work it out and at the end, she was in a normal regular classroom.
