Thomas Kuhn challenged the then prevailing view of progress in "normal science". "Normal scientific progress was viewed as "development-by-accumulation" of accepted facts and theories. Kuhn argued for an episodic model in which periods of such conceptual continuity in normal science were interrupted by periods of revolutionary science. The discovery of "anomalies" during revolutions in science leads to new paradigms." (Kuhn, 1962)

During his Life Mr. Kuhn was know for is views on science and how he established himself as a scientist as well as a philosopher. During that time he contributed so much to the scientific community that even after his death we are still discussing his work from 50 years ago. “Normal science, the activity in which most scientists inevitably spend almost all their time, is predicated on the assumption that the scientific community knows what the world is like” (Kuhn, 1962).

"(1) methodological—there is no common measure because the methods of comparison and evaluation change
    (2) perceptual/observational—observational evidence cannot provide a common basis for theory comparison, since perceptual experience is theory-dependent
semantic—the fact that the languages of theories from different periods of normal science may not be inter-translatable presents an obstacle to the comparison of those theories." https://plato.stanford.edu/entries/thomas-kuhn/
