    The "Wilmot Proviso" was a law, created by David Wilmot, that was passed to reject slavery in California, Utah, and New Mexico. The south argued that slaves are property and property was protected by the constitution. the south also thought that if the Wilmot Proviso law passed than it would give the north more power than the south.
