Francis was a man who lived in California who was original person to think of the idea of now what is called social security. Many elderly people were at risk during the great depression and and that community was hit hard with poverty and loss. Francis who was a retired doctor at the time came up with the idea to give people over 60, 200 dollars a month to help with bills and basic needs. With this idea. thousands of people agreed and wrote letters to the president himself.

Roosevelt was not fully behind Townsends plan but agreed with the majority and put social security into place in 1935. Still to this day, it is the leading help for elderly people.
