The History of Special Education

  • 1922- Council for Exceptional Children

    The start of early advocacy by a group of parents wanting to make a change. This council is still around to day and has the goal of improving educational outcomes for special education students.
  • 1950-National Association for Retarded Citizens

    Also referred to as the ARC, was founded by a committee that was committed to altering perceptions of children with disabilities and to educate others regarding the potential of people with disabilities. The ARC also worked with people with disabilities that were denied education.
  • 1954-Brown v. Board of Education

    In this case, the Court declared state laws establishing separate public schools for black and white students to be unconstitutional. Yes, this case is about race, but race has a lot too do with the topic of special education.
  • Right to Education

    1973-Section 504 of the Rehabilitation Act
    These laws are clear: Every child in this country who has a disability — no matter the nature of the disability — has the right to a public education at no cost to their families
  • 1975-The Education for All Handicapped Children Act

    1975-The Education for All Handicapped Children Act
    This act required all public schools accepting federal funds to provide equal access to education and that school districts provide administrative procedures so that parents of disabled children could make decisions about their children’s education themselves.
  • 1982-Board of Education v. Rowley

    This was the most significant court case concerning the interpretation of the Individuals with Disabilities Education Act. The Supreme Court ruled the requirement of public schools to provide an education to students with disabilities.
  • 1997- The Individuals with Disabilities Education Act Amendments

    Goal was to improve the effectiveness of special education by requiring improvements in the educational achievement of students with disabilities.
  • 2001-The No Child Left Behind Act

    2001-The No Child Left Behind Act
    This act focuses on I ncreasing the academic achievement of all public school students, and accomplishes this by requiring states to measure the progress of students including students with disabilities, every year.
  • 2004-The Individuals with Disabilities Education Improvement Act

    Goal is to increase the academic achievement of students in special education and to streamline the special education process.
  • 2020- Educators Requirement to Meet all Student's Needs Act

    The goal of this act is to make all educators, of any kind, required to teach individuals with special needs, no matter what their disability is. The educators will become mandated to receive a minor in special education.
  • 2025- Schools Will Have No Bounds Act

    2025-  Schools Will Have No Bounds Act
    This act requires that all schools, private and public, are required to have programs to meet the needs of people with disabilities. This will help with the topic of inclusion and will make individuals with disabilities feel more included.
