In the 19th century,the number of immigrants grew exponentially. More than half of New York consisted of immigrants. Many of the children applied to local schools.

Horace Mann was the secretary of Board of Education. He rode to all the schools to inspect them and saw that they were very inadequate. He proposed the idea of a new system of common school's that would be free, equal, and funded by tax dollars.

Most of the schools in New York were Prodistent. The immigrants that attended those schools were forced to follow the schools beliefs. The immigrants demanded schools that allowed them to practice their catholic religion. These were the Great School Debates.

Catherine Beecher founded colleges to educate women so they could serve out west. There was an incredible growth in the amount of public schools in the states and they needed teachers.

IMPORTANT EVENT- The Gary Plan was a type of schooling where students would move from class to class and learn in an engaging way. They would learn about things that were applicable to real life situations. This event is important because at that time, this was a completely new way to run a school. Reverend Brown tried to enroll his daughter in a school and was denied because of race. This was taken to court and eventually made it to the supreme court. The court ruled in favor of Reverend Brown.

Because of Brown vs. Board of Education, segregation was now banned in all the states. This happened on May 17, 1954. Students were integrated but not teachers. Most students remained segregated.

The civil rights movement was making steady gains by the 1960's. But even one decade after Brown vs. Board of education, 98% of African American students were not integrated.

President Johnson was a former teacher and he believed that and equal chance in education was an equal chance at life. He created a series of federal programs helping disadvantaged students.

IMPORTANT EVENT-The Civil Rights Act was a law that banned discrimination on the basis of race or ethnicity in all federally funded programs. Schools would lose federal funding if they refuse to desegregate. This event is important because it allowed all different types of students to receive a well rounded education today. IMPORTANT EVENT- The Individuals with Disabilities Act in 1975 was created to provide a free and appropriate public education for all children with disabilities in the least restrictive environment. This event is important because it allowed students that were not thought to be capable of learning, to be educated.
