Special Education Through the Years

  • 1954: Brown v. Board of Education of Topeka

  • 1966: Elementary and Secondary Education Act

  • 1970: PARC & Mills

    Two cases known as PARC and Mills v. Board of Education of District of Columbia showed there is no exclusion of children with mental retardation from public schools. (Peter W.D. Wright, 2021)
  • 1973: The Rehabilitation Act

    The Rehabilitation Act gives the opportunity towards people with disabilities to not be denied any benefits from any program that receives funds.(Western Governors University, 2020)
  • 1975: Public Law 94-142: The Education for All Handicapped Children Act of 1975

    This act was able to provide the right to education and provided educational services towards handicapped children. (Peter W.D. Wright, 2021)
  • 1975: The Education for All Handicapped Children Act

    The IDEA act requires public schools to be able to provide a free and appropriate public education to students with disabilities. This act is able to have legal to protections to not only the student but the parents as well. (Western Governors University, 2020)
  • 1982: Board of Education of Hendrick Hudson Central School District v Rowley

    This court ruling was able to state that students in which they qualify for special education programs must be provided individualized instructions that meets their needs. (Western Governors University, 2020)
  • 1997: IEP (IDEA Amendment)

    This amendment was able to improve parental involvement within the development of their child's special education program. (Western Governors University, 2020)
  • 2004: No Child Left Behind Act

    This act improved the quality of special education programs at state level. (Western Governors University, 2020)
