    This was a landmark in the civil rights to not have segregated schools. This brought attention to parents with kids with disabilities to have them not be segregated as well.

    This acted help ensure that children with disadvantages had access to quality education.

    Pennsylvania Assn. for Retarded Children v. Commonwealth of Pebbsylvania (PARC)
    PARC was fighting for the exclusion of children that had mental retardation from public schools.
  • Mills v. Board of Education of District of Columbia

    Mills v. Board of Education of District of Columbia
    Mills fought for the rights of children with disabilities from the District of Columbia public school. The right to exclude children with disabilities.
  • Congressional Investigation

    Congressional Investigation
    After the cases of PARC and Mills, Congress decided to do an investigation into the status of children with disabilities. What they found was millions of children were not receiving appropriate education.

    This law was put into place by congress, so all children with disabilities would " have a right to education, and to establish a process by which State and local education agencies may be held accountable for providing educational services for all handicapped children"

    This act had two purposes. First to provide an education that meets a child's unique needs. The second part was to protect the rights of both the children and parents.
