Special Education Historical Timeline

  • Elementary and Secondary Education Act

    This law was to provide funding for low-income students. The law was out in place as part of Lyndon B. Johnson's "war on poverty" . The law offered funding for textbooks, library books, scholarships for college students to name a few. This law affects students with disabilities today because it holds a higher level of accountability and quality in elementary and secondary schools.
  • Pennyslvania Associate for Retarded Children V. Commonwealth of PA (PARC)

    Pennsylvania was allowed to deny children education based on their "mental age" when starting first grade. The PARC wanted to give children the right to attend school regardless of attained mental age. The ruling of the case was that the state agreed to give children up to age 21 access to free public education. This plays a major part in the rights students have now. They are able to attend school at no charge to the parents and are able to be in the least restrictive environment.
  • Timothy W. Vs. Rochester School District

    The school was told that they were not obligated to educate Timothy because they felt that he would not benefit special education classes due to severe disabilities.
    The decision was overturned and it allowed children with disabilities to receive education despite the severity of their disabilities at no additional cost.
    This is imperative for the equality of disabled students because it provided the same benefits that other students without prejudice.
