    it was when the slaves would exscap and go to the north and be free the slave owners would write a discription of the slave and it would sound like alot of the free slaves. so when the slave owners went looking for them they took alot of the free slaves that were not even the right slaves because they looked liked the discription they were reading so they took them back to the south. And the north didnt like that.
