Cleisthenes as an Athenian leader made certain changes to the goverment by breaking the power of nobility, increasing the power of the Athenian assembly and he created the council of 500. -

Draco of Athenia
When Draco ruled over Athenia he compsed some democratic reforms. He decided that if someone needed to repay a dept then they would work as a slave until there dept was gone. Solon also declared that all Athenians were equal and that criminals were to be put to death for any crime. -
Solon of Athenia
Solon made the most democratic refrorms than any other in his Athenian empire. He outlawed dept slavery and stated that no citizen owns another citizen. Athenian classes were now ranged into four different classes based on wealth and only level three and up citizens could run for political office. Also, all Athenians could participate in Athenian assembly and could bring charges against wrongdoers under Solon's rule.
