The Victorian Society for the Prevention of Cruelty was first introduced in Melbourne. At the Assembly Hall in Collins Street, Melbourne, a meeting was held to discuss about animals. Sir William Foster Stawell was the first president of the VSPCA.
He was president from its founding and retired in 1886. -
In 1926, the First 'shelter' was established. A rest home for horses was made and was located at High Street Road, Ashburton.

In September, 1931, the Tailwaggers Club was opened. It was a fundraising activity and identified lost dogs. The Tailwaggers Club was also a radio program for more than 20 years. It was first focused on animal welfare.

The Society received a donated ambulance service for injured and diseased animals.

The first dog adoption centre was in Burwood and named Tailwaggers.

The RSPCA Clinic was built in the 1980's.

The Animal Adoption Centre opened.

The Governor of Victoria opened the Animal Welfare Centre at Burwood East.

The RSPCA took care of animals from the Black Saturday bushfires.
