The government would have been able to levy taxes, control the military, make treaties, etc. Although the plan was rejected, it was the first time it had been suggested that all the colonies could unite and form their own independent government.

As a way of protesting the Tea act, which taxed tea and forced colonists to only buy tea from British East India Co., colonists dressed as Indians dumped 1-3 million dollars worth of tea in the Boston harbor. This made the king very mad and he punished Boston so the other colonies would not rebel.

The petition was turned down by the King, which caused the colonists to right the Declaration of independence. The war started after that was sent to Britain.
