With no natural resources, they had t import oil, steel, and other commodities to keep its industry and military forces alive. But they needed to import goods to get them, this was really difficult because the U.S. raised the tariff. The other way to get raw materials was to increase the amount of territory under their control. -

The U.S. won and got Spain's Pacific possessions, Including the Philippine Islands.
